How Sun Country's baggage model actually works
The short version, stated plainly, with the reasoning behind it.
That is the single bag included in the base fare on every Sun Country ticket, regardless of route or how far ahead you book. Everything larger is an add-on.
Neither is bundled into the ticket price. You choose and pay for what you need, which keeps the starting fare low but shifts real cost onto anyone who packs more than a small under-seat bag.

What's actually free: the personal item
The one bag Sun Country doesn't charge for, on any fare.
Up to 17 x 13 x 9 in. It has to fit completely under the seat in front of you, not just close to fitting, or a gate agent can ask you to check it or buy a carry-on allowance on the spot.
A backpack, purse, laptop bag or small duffel that meets the dimensions qualifies. It is included automatically, no add-on to select and no fee at any point.
There is no cheaper fare that drops the personal item and no premium fare required to get it. It travels with the ticket itself.
If your whole trip fits in one bag at 17 x 13 x 9 in or smaller, Sun Country's baggage changes cost you nothing at all.
The overhead-bin carry-on costs extra
This is the bag most travelers assume is free on a US airline. On Sun Country, it is not.
A bag meant for the overhead bin is not bundled into any Sun Country fare. You add it as a paid extra, either when you book or afterward.
Up to 24 x 16 x 11 in and up to 35 pounds. Larger or heavier than that and it needs to travel as a checked bag instead.
Overhead bins fill up on a full flight, and a carry-on added at the gate after the bin is already full can get gate-checked. Buying and boarding with priority in mind avoids that.
